Housing Aid Policy of the University of Tunis El Manar (UTM)

The University of Tunis El Manar (UTM) implements a comprehensive housing aid policy that supports students, staff, and faculty while also engaging in community outreach to address broader housing challenges. For students, UTM collaborates with university residences to provide subsidized accommodation, prioritizing those from disadvantaged regions, international students, and refugees. Financial assistance is available to help cover housing costs, complementing national and international scholarships. The university also partners with local and international associations and NGOs to offer temporary or permanent housing solutions for students facing financial or logistical difficulties.

To support its staff, UTM offers affordable flats and houses to specific categories, such as early-career academics, visiting professors, and international faculty members. This initiative ensures that staff and faculty have access to reasonably priced and comfortable living arrangements, fostering a supportive work environment and aiding in talent retention.

As part of its community outreach efforts, UTM actively engages with the local community to address housing challenges. ويذكر أنّه تم بمقتضى الفصل 26 من قانون المالية التكميلي لسنة 2015 تمكين الأشخاص الطبيعيين لغاية ضبط دخلهم الصافي الخاضع للضريبة على الدخل، من طرح فوائض القروض المخصصة لاقتناء أو لبناء محل واحد معدّ للسكنى لا تتعدّى قيمة اقتنائه أو كلفة بنائه 200.000 دينار دون اعتبار الأداء على القيمة المضافة وذلك شريطة ألا يكون المنتفع بالقرض مالكا لمحل آخر معد للسكنى في تاريخ الانتفاع بالطرح. ويطبّق هذا الإجراء كذلك على عمليّات الاقتناء أو البناء في إطار عقود بيع مرابحة 

It is worth mentioning that, pursuant to Article 26 of the Supplementary Finance Act of 2015, individuals are allowed, for the purpose of determining their net taxable income, to deduct the interest on loans taken for the purchase or construction of a single residential property, provided that the value of the property or the cost of its construction does not exceed 200,000 Tunisian dinars (excluding VAT). This is on the condition that the beneficiary of the loan does not own another residential property at the time of benefiting from this deduction. This measure also applies to purchase or construction transactions carried out under Murabaha sale agreements.
